Russian week of high technologies: Russian IT will be there!

On 23-26 of April the main event of the Russian ICT market took place at Expocentre Fairgrounds, Moscow. It brought together several trade shows, forums and conferences on IT like: Information and Communications Technology exhibition Sviaz 2019, International Navigation Forum Navitech 2019, Conference on Digital Transformation of Telecom Industry: Strategy 2024, The 13th International Navigation Forum, The Forum on Russian Software: Effective Solutions. The exhibition is supported by Russian Ministry of Industry and Trade, Russian Federal Communications Agency (Rossvyaz), Committee for Education and Science of the State Duma of the Federal Assembly of the Russian Federation and Non-commercial Partnership for Development and Use of Navigation Technologies, under auspices of Russian Chamber of Commerce and Industry.

The event was attended by a lot of high-ranking officials from relevant departments. They expressed the official position of the state regarding the most high-profile and relevant IT trends for Russia at the opening ceremony, during the business program and press approaches.

The creation and development of information infrastructure, consisting of communication systems, cellular networks, data centers, technologies that provide secure access to the Internet will be the key factors influencing the implementation of the national program "Digital economy" - this is Oleg Ivanov`s opinion, Deputy Minister of digital development, communications and mass media of the Russian Federation.

Deputy Director of the Department of Radioelectronic Industry of the Ministry of Industry and Trade Vasilij Shpak noted the strategic importance of the development of domestic IT in the current century, comparable to the implementation of the nuclear project in the USSR and urged to unite software developers, "iron", officials and all involved in the industry. According to Shpak, only in this case Russian IT solutions will be able to dominate the domestic market.

Chairman of the "Russian week of high technologies" organizing committee, Deputy of the State Duma of the Russian Federation Vladimir Kononov is sure that the new high-tech points of growth for Russia will be the artificial intelligence, mobile satellite communications and cyber security.

- Import substitution in the field of IT and promotion of domestic solutions in the global market, can successfully carry out digital transformation and enter the TOP 10 high-tech countries. The society has developed a certain stereotype that this or that Western IT product is much better than the Russian one. RWHT-2019 once again refutes this stereotype and proves that Russian developers and Russian software is one of the best in the world.

The head of the Federal Communications Agency Oleg Duhovnitskij participated in the "cancellation" of the postage stamp dedicated to the exhibition "Sviaz-2019", as well as a marked art envelope issued in honor of the sixtieth anniversary of "Expocentre". At the official opening ceremony of " RWHT -2019" the official wished everyone a confident look at the digital future, and in the framework of the expanded meeting on the results of "Rossvyaz" for 2018, Oleg Dukhovnitsky spoke about the successful fight against "mobile slavery" (service for the transfer of MNP (Mobile Number Portability has already successfully used about 12 million subscribers), and also about creation of systems of satellite communication "Express-RV" and development of the general scheme of development of communication systems and infrastructure of storage and processing of data of the Russian Federation for the period 2019-2024 within the Federal project "Information infrastructure".

The key trend of " RWHT -2019" was the digital transformation, however, about the total "digitalization" today speaks  anyone who feels like it, primarily due to its general and comprehensive concept.  Also from participants of the forum "Russian software. Effective solution” point of view, information security is a very specific component of digital transformation; virus attacks, phishing are not fairy tales any more, but embodied in real threats to both companies and individuals.

On December 13, 2017, the cyber security management center of Sberbank of Russia was certified by the British BSI standards Institute. According to the largest bank in Russia in 2018, the centre of cyber security prevented 90 cyber attacks, 25 of which had a high capacity. Every week the bank receives about 14.5 thousand letters with a malicious attachment. According to the management of Sberbank, 5% of all information attacks in our country are aimed at the main financial Outpost of Russia.

Deputy Chairman of PJSC Sberbank of Russia, Stanislav Kuznetsov, spoke about the Bank's information security center, as well as about the key information threats of our time:

- Unfortunately, the share of information vulnerability is increasing every year. Cyber security simply cannot keep up with the explosive development of modern IT. Today there are 3 main types of information threats. 2018 was a record year for the number of information leaks from personal computers and information systems of various companies. Office workers are increasingly exposed to targeted attacks. About 30% of employees of any office are ready to open any phishing letter, moreover, they do not know what a phishing letter is.  One person can threaten an entire Corporation, any government Agency, without even knowing it. Thanks to constant trainings, we have increased the cyber literacy of our employees. But the level of cyber literacy in Russia leaves much to be desired. 80% of the information sold in the darknet, produced by phishing attacks and leaks. The second type of threats is DDoS attacks.  This year, they have increased in all respects: capacity, duration, quantity. Well, the third type of cyber threats is shifted to the field of social engineering. The level of traditional trust on the part of the older generation is quite high and Internet scammers do not hesitate to attack it pensioners, actually null their accounts. Almost 90% of all fraudulent cyber attacks occur within the framework of social engineering. Our cyber security ecosystem covers 150 million customers, 40 million of whom use the Sberbank online application. The system analyzes 200 million transactions daily, simulating about 4.7 billion risk events per day.

MTS President Alexei Kornya reiterate the historical scandal between Cambridge Analytics and Facebook and suggested that in the near future all the power of cyber attacks will be directed not at people, but at a huge number of smart devices.

- If 10 years ago only network security was provided within the framework of cyber security, now the trend is used in ensuring the security of end users. More and more virus attacks and hacks are directed at mobile devices rather than desktop computers.  Through phishing emails, an attacker gains access to banking applications on mobile devices.  Moving towards the Internet of things, we should also think about the cyber security of smart devices.  If today the main users of communications and the Internet are protein creatures, tomorrow the number of smart devices will significantly exceed the number of people. There is an opinion that cyber attacks are something rare and individual. We conducted an experiment: we connected a powerful computer with a standard security circuit to the Internet. After 5 hours, the computer was hacked, it was carried out cryptocurrency mining.  This case once again proves that the vulnerability of certain services is constantly monitored on the Internet. New holes are identified very quickly. As far as, global solutions are possible, in our country, in the field of cyber security.

Are global cyber security solutions possible in our country? Yandex, Vkontakte and other national brands have proved that there are good prerequisites for creating competitive IT products in Russia, namely the size of the market, language specifics and competent personnel. It is the personnel, the cultivation of specialists, their preservation in the country is a key factor in the development of domestic IT.  At the same time, it is very important not to fall into isolationism, only effective exchange of advanced technologies and Russia's presence in the global system of exchange of knowledge and advanced technologies allows us to implement world-class solutions.

Import substitution, the Russian market of software and equipment were not forgotten at the forum. According to the Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation Alexei Sokolov, a positive trend in the introduction of domestic software in public institutions continues in the country. The Deputy Minister was very positive about the way the state policy of import substitution is implemented. For example, the share of Russian SOFTWARE in public procurement for authorities and enterprises in 2018 amounted to 45-60%, and by 2024 it will grow to 70% for state corporations and up to 90% for authorities. At the moment, the register of domestic software estimates 5.2 thousand software products. Along with the directives on the introduction of domestic software in the open corporate systems of companies, the Russian government plans to introduce control over the procurement of domestic telecommunications equipment for state institutions and enterprises, to finance the construction of such telecom - infrastructure from the budget. Also, the MinComSvyaz and the Ministry of Industry and Trade prepared a list of 419 items of equipment with detailed technical characteristics, which will be required to connect socially important objects to the Internet in a fairly short time.
